If child support is owed in another state and currently being paid in another state will a passport be given?

A child support case in the state of South Carolina for child support is increasing monthly. The child and her mother has never resided there only i for 6 months. I have been paying child support through the state of conn/ecticut. i shouldn't be charged for 1 child in 2 different states. Will i be able to obtain a passport
