Why did Greece develop as a group of individual city-states rather than a unified state?

It was too difficult to control all of Greece because of the geography. Much of Greece is mountains or islands surrounded by water. It was difficult to travel between the different regions. So, each region developed a center of trade and government which became a city-state.
