Why didn't Obama try to pass an anti-outsourcing bill when the Democrats controlled both the House and Senate?

You have to consider that you can be sure the washington post is not telling the whole story. After all since when is a bill introduced by the democrats cut and dry and only including one topic. First of all though, any protectionism type bill would harm US companies and the US as a whole since businesses are now becoming more and more global companies. You see if it were really that great of an idea, they would have tried to pass it when they did have control, but after passing the lame health-care bill they probably did not want to further harm their reputation in the nation.
